Parts of your question seem legal in nature and because most all agents are not licensed to practice law, this website forum would probably not yield you the answers you are looking for.

I'm unfamiliar with the details about clue reports however I would think any information about insurance claims would be material facts about the home that buyers would be entitled to know.

Many insurance agents have explained that buyers insurance premium will be affected in part by the claims that have been filed against the home and whether that work was completed or if the claims open.

As a general rule, sellers would likely have had to complete a sellers disclosure form as part of the contract which the sellers would have had opportunity to share the history of the homes repairs.

My advice is to ask an attorney if you have concerns about legality issues.
