Hamtramck happens to be surrounded by the City of Detroit. It is going to be extremely difficult to find a home in the price range you are looking in that doesn't need repairs. Most foreclosures need repairs.

I suspect you're referring to a C of O from the city and the city's inspection and the Title Co. will most likely require you get at least a Temporary C of O to close.

As far as what other options -- I don't believe there are any. You're not supposed to occupy the home at all until the items are done, but I am not sure what the fines are.

I haven't done one in Detroit in a while, but I have done them recently in Westland, Garden City and Wayne...same basic concept.

Why wouldn't you want to know the code violations on the property? If you want to lease the house, it won't pass inspection. So, you won't be able to be certified. It can cause you problems later on. They give you six months after you close to do the repairs. Have the seller pay the $295 for the inspection. You want to know what you're getting into.
