Not sure exactly what you're referring to when you ask about wealthiest. Do you mean home values or the people/city itself? Do you mean Cleveland and surrounding cities, or Cleveland proper? There are cities around Cleveland that have high-end homes, condos, etc. Almost all surrounding cities have their share of average to high-end. HOA is also varied. There are condos and developments that offer just maintenance all the way up to private, exclusive amenities. Again, it depends on what you're interests are and what you're looking for in a home/area.

Your best bet is to find a hard money lender that is not a banker. These folks often loan money on much more flexible terms for a little higher interest rate.
