Appraisals are not absolute and have several "parts". You might want to examine the report quite carefully and look specifically at the section on current market value. Compare that section to the realtors analysis - and if the realtor is someone you trust, call and talk about this . . . you want to know what is the current average time on market for properties sold and to weigh the condition of your own home against the market place (the competition - others for sale right now). Also, depending on when you bought the house - the appraisal might be outdated . . . for a purchase right now, a bank would order an appraisal for a buyer and the "comps" would have to be within the last 3 to 6 months only! I think you are asking for a difficult task because of your price range. Many home owners are staying away from section 8 because of poor maintenance by the tenants. I will keep you posted if I can across any property in your price range.... more

If your home is being sold by Fannie Mae, the HomePath Renovation Loan could be a solution. Otherwise, FHA's 203-k loan could help. Both allow for monies to be held in escrow to complete the work.... more
If she is attending UofL, staying on campus should be just as safe as any other campus. To be honest, it's not unusual for there to be bad neighborhoods near any large college campuses in metro areas. College students tend to drive down property values and with low property values, you often get the non-college bad element.

I don't see where it's bad for a family with kids. However, judging by what's for sale in that area, I don't see any huge price advantage than other places in the county that might have even more amenities for a family.
