I'm sure each one has their own reasons. My guess is the same reason that we don't want to go to the doctor for fear we will find out that something's wrong. I always tell buyers that if they seriously want to buy a home, they need to know where they stand regarding their ability to get a loan. If there is anything in their credit or other problems, they want to know sooner than later so they can get those things fixed.
The other thing I think is that people are concerned about meeting with someone or contacting them because they don't want to be hounded by a salesperson. Same thing is true of our part of the business and the internet has even made that a bigger problem. I tell buyers to get a pre-approval done through a lender even if they want to shop for their loan. They don't necessarily need to use that lender when they actually obtain the loan.
Don't know if that helps but that's been some of what I've experienced.

Some important elements are missing from your question that prevent a conclusive answer, but if you are asking, can a mortgage lender or lender underwriter, reverse a decsion to issue a mortgage loan because the supporting documents supplied by the borrower are not sufficient;

Then, the answer is yes. And this decision along with the reason for the denial will be provided to you in writing. However, the decsion can be appealed by submitting corrected documentation.

Instead, you may possibly be asking whether you can apply for a loan without having bank account history, then such requirements will be lender and loan program specific.
