As you know most banks will not consider the loans on such a small amount and especially for an investment property. I would look at small local banks and credit unions that are local to the Baltimore area. I know it's tough but I think those are your best and really only shot at getting a loan.

The fixer-upper in the FANTASTIC neighborhood will likely serve you better in the long run. You have control over your house but not the neighborhood. You can make improvements over time and have the immaculate house in the fantastic neighborhood but you'll be hard pressed to do anything about the marginal neighborhood.
