I am glad you are pursuing avenues to do your due diligence for your peace of mind purchasing in a new neighborhood. While your question is a good one to consider, it's also what I call a "crystal ball question." DC is a major metropolitan city, so the old cliche comes to mind...."crime has no address." You are going to receive the gamut of answers on here. The best suggestion I make to my clients is to go visit these unfamiliar neighborhoods of interest at different times of day during different times of the week/weekend. And when you are in those neighborhoods, during the day/on the weekend, walk around, introduce yourself to people, let them know you are considering moving there, ask how long they have been there, and get their insight on the neighborhood. I believe that's your best way to get an honest opinion and real perspective. And of course, contact the police department for that Ward for a list of crime history. I hope this helps. If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. I think safety is all a matter of perspective, so it is hard to say. 15 years ago, before the Verizon Center, it was not a good area, but there has been a lot of development in the Chinatown area that is starting to push towards Mt. Vernon Square. Several new condos have gone up and they are selling very well.

You can always quantify crime by looking at the DC crime map.

This is a loaded question, what I deem safe may or may not seem safe to you. I suggest you drive by the areas that you are interested in at night to get a feel of the area. You can also contact the local police station and ask them for guidance. There may also be a couple of websites that track crime by zip code or by various blocks; perhaps a google search of "crime stats for Dupont Circle DC may suffice.

It is not clear if you are looking to buy or to rent but if you are thinking about renting, you may be able to contact some of your classmates who are living in the area for guidance and maybe even the housing office of your school.
