The best way to determine the environment of the neighborhood is to check it out for yourself. You should spend sometime at your target neighborhood exploring the neighborhood and going at different times of the day. I would especially check out the area on the weekends, because that's when people are home as well out and about.

Rent Stabilized, highly unlikely. If a landlord got such an apartment vacant the reality is that they will put all kinds of major capital improvements into it to get it to a more market rent, or someone within the managemet/real estate offices will have a freind or family member for it.
