Very likely a scam. As a broker here in NY, I don't know any building owners that require payment thru Western Union. At the start of a lease, the first month's payment and security deposit are most often paid by certified checks directly to the landlord.
I would avoid this one.

In this case, "Agent" refers to either managing agent or the broker -- whichever entity was representing you. Is this a postwar or pre-war building? If postwar, there isn't a lead paint problem anyway, so the agent was probably thinking it wasn't an issue. But it was certainly a conversation that should have been had. IS this a new lease or an old lease you are now reviewing? If it is old and the tenant initialed c) & d) and signed the document, and then you signed and sent back and no one brought up the lack of signature on e) I would leave it alone.

6% of the rent roll less expenses is standard fee to a property management company.

HPD code enforcement officers comes out when a 311 complaint is filed (usually by the tenant).

If and when a filed complaint is substantiated, a Code Violation is issued against the property and the owner.

Depending on the severity of the complaint each violation is given a Grade Level which requires the owner to affect repairs in said time frame.

The law does not differenciate factual representations based on transaction type when it comes to residential real estate. (Note, RESIDENTIAL, as commercial is handled very differently). Fiduciary responsibility aside, as there may not be one in some transactions, licensees are required to disclose any material facts which may present a problem, which of course they have to have direct knowldedge of. New measures have also been put into place in NYC such as the bed bug disclosure.

Pick a sunny, warm Saturday afternoon to walk around the complex. Ask people coming out of the building or hanging around a local park. Talk to local shop owners near the complex and see what they have to say. It requires a little leg work, but hey, you might make a friend or two!

Good question. In fact, there are many different ways that maintenance requests can be handled. Some newer buildings have an online system for maintenance requests that you can access day or night. In some buildings that have a doorman, usually calling or asking the doorman is enough to have the maintenance request handled. Lastly, in smaller buildings that don't have a doorman, you will typically get the phone number of the superintendent when you move in. This is the person to whom you will direct your maintenance requests.

That being said, even when you have successfully submitted a request for maintenance, the speed and efficiency with which the request is handled depends completely on the building/management company. A seasoned agent should be able to tell you what sort of reputation a building/management company has for processing maintenance requests as you hunt for a new home.
