Good question. I have clients that have bought homes built by both builders and they were happy with the both builders. The benefit of buying the home that is already completed is that you don't have to worry about the landscaping and fence and you already know what the taxes will be. On the other hand Foxmoor is brand new. So you won't have any problems with the house. It's a tough call they both have their advantages and disadvantages. As far as I know both neighborhoods are safe and both builders are good. You may want to call Galloway police to get an opinion on the safety of each neighborhood or you can also drive by at night to check things out.

It could be that the agents were more concerned with getting your home under contract(getting the listing), then get working on your purchase. The market conditions currently favor buyers, not sellers. So it would be important to get the home sold. A good agent can work with you to plan a smooth transition. Regarding the commission split listed 2.5 is the sales price commission to the buyers agent and transaction brokers dont do much in south jersey and they would receive no commision. FYI-Use a buyers agent when buying new construction, not the sales agent, she represents the sellers/developer. If you are still interviewing agents would love to meet with you. I know there are a lot of mortgage programs even if your score is in the 600's so I don't know how low your husband's score is and why so you should discuss with a mortgage rep (who can even discuss ways to possibly improve your husbands score, depending on the underlying reason why its lower than yours).
