it could very well be, that the agent or bank had the home winterize, you can call NJ Natural Gas and Barnegat Township to see if there are any outstanding concerns as you will be required to obtain the certificate of Occupancy - Good Luck

There were some problems at Horizons back in 2008. The builder had not completed much of the site work they said they would. Barnegat Township was able to use the bond monies posted by the builder (Kara Homes) and the work has been completed.

I'm confused by the use of "mysterious"!

I know several residents of Horizons. Give me a call or email me if you'd like to discuss with them why they love living there and what any down sides might be.

It is very rare to see affordable housing listed w/ a Realtor. There are simply too many waiting lists for each town. It is your best bet to contact the towns for their lists, and their criteria to make sure you qualify.

You might also consider alternatives that are not affordable housing, and explore your options down that path.
