One of the best ways to find out would be to physically drive around the neighborhood at different times so see if you are comfortable with what you see and feel. I see you are writing from Temple, TX and it may not be easy to drive down here any any given time.

The answer is yes, and you can even find new development as long as you are flexible on location. I have spent last fall working with a client actually a little cheaper than your price range (having seen everything in all of Brooklyn, no kidding), and am in contract with another on a unit near the city.

There are some nice new condo units that have come up, the larger for the price further from the city, and the smaller the closer to the city in Brooklyn. In Uptown, the cheaper are further north but occasionally some quite good. If you are looking for co-ops, you can definitely do it in that price range. Again, flexibility will be key, but you should definitely be able to find something.

Importantly is get a mortgage broker to get you a pre-approval. And find a good agent to protect your rights as I have had some interesting excercises over the past few Brooklyn deals that I have done. Keeping everyone in line is critical to having a smooth deal and make sure everyone does what they are supposed to.
