A short sale is when the owner owes more than the property is worth and attempts to sell it at or below market value, contingent on their lender's acceptance of a lesser payoff than the debt owed. Unless the lender has pre-approved the sale price, the length of time from contract to closing can take many months and still end up with disappointing results.
A foreclosure is when the owner loses possession of the home after a final judgement hearing and the bank or lien holder takes the property back and lists it for sale. There are many different situations here as well, but generally the time from contract to closing is the same as a regular sale. In my area, it is not unusual these days for buyers to have to compete with multiple offers on below market priced bank owned properties.
There are plenty of regular owner sale condos that are bargain priced without resorting to purchasing a foreclosure or pre-foreclosure (short sale). I have lived in Kissimmee/Davenport area for 22 years and love. Will not consider moving to Orlando because we enjoy the small city lifestyle. Perhaps those who are telling you otherwise have not found what they like in the area or simply dont like the perfect weather, low crime, not in a hurry lifestyle and prefer going back to the northern ways of life. Bottom line, you have to like where you live and no one can decide that for you. If it so bad here, why are they still here? Statistically we have 1000 people move to Florida everyday, they must like something.

Of course those of us who have made the Tampa Bay area our home, already knew this. Where else can you find world class beaches, great fishing, terrific golf courses, professional baseball, football and hockey teams, theaters, museums and great Theme parks all within a 25 mile radius? Tampa also has a great airport that makes getting here a breeze.
It doesn't matter what kind of home your looking for, because the Tampa Bay area has a wide range to choose from. Luxury communities, Condos, Single-family homes and Townhomes on the water or near the water and in all price ranges. There is something for everyone with prices on some condos starting at $20,000 and going up to luxury penthouses in the 2 million range. In 90 minutes you are on the east coast..Ft Lauderdale....minutes to Marco Island and the beginning of the 10,000 Islands!..Naples in the recent past was out of reach for MANY home buyers...I recently closed a property for $82,500[my listing/my sale] that was sold in 2006 for $369,000 !

We have lots to offer you and your mother and you may find you can visit back home in summer if you feel its too hot. I visit back in Maine and all is perfect here in Paradise the rest of the time.

Any realtor can guide you through the process, it is best to have a realtor who's area of expertise is in teh area you wish to buy.
Yes, you need a realtor for the offer and a closing agent for you closing, which often is an attorney. You may want to get legal and tax advice from a local attorney and accountant so that you know your tax liablities in the US. Most realtors have contact for you, as I do.
