Zoning laws do not have limits as to the depth of a basement or the height of the first floor as long as the first floor does not exceed the height restriction for the structure. Height restrictions for a structure in residential neighborhoods of single family homes are determined by the local zoning laws.
The local building department is responsible for approving the sight engineering plans that effect the water run off of the property and it's effect on surrounding properties.
All this information is available as public record, contact the building department and zoning department to get the information you require for the property next door.

You will have to pay both NY and CT income taxes, but weigh that against the much lower property taxes in either Greenwich or New Canaan and it might work to your advantage. As far as why are property taxes lower, there are many reasons, which would make it almost impossible to answer that question here. Call the city gov't and speak to them about it. You'll be able to get more specifics from them. NY has all the surprise taxes, not CT. Both locations are considered highly desirable, but Greenwich is a much easier commute into NYC. I work for Century 21 in Monroe on Route 111. There are many great neighborhoods in Monroe. You should base where in Monroe you would like to live on where you will be commuting to work, how much you would like to spend, how rural you would like to be etc. I used to live in Monroe & I am very familiar with the area. Great questions. You can log on to my website www.heatherizzo.com to find facts about communities. When you are ready, we can take a drive thru the towns that you might be interested in. I think a Saturday afternoon would be a perfect time and then we can stop by the town green. It sounds like you might be interested in the shoreline area, Branford, Madison, Guilford or Milford.
