Yes, you can sign it over to whomever you desire. With a lien on the property though, the one you sign it over to could not record the deed until the lien was satisfied. The lien holder could allow a transfer if the new owner agreed to accept the lien and, in turn accept responsibility for payment. The bottom line is that you can sign over your property to anyone...at any time as long as you inform them of the lien. Recording the transfer of ownership would be the problem. If you have other assets, you may be able to transfer the lien with a substitution of collateral....Where there is a will....there is a way.
