What are my rights as a landlord in Philadelphia, PA, renting rooms without a lease or written agreement?

Tenants are behind in their weekly rents by two or more weeks and the utilities are so high and my responsibility. I am not profiting anything from this unit and would like to rent the whole unit to one person. Can i let the utilities get turned off due to non-payment to get those people out of there because their not under contract of any sort

Confer with an attorney terms and conditions tenants rights, landlord rights. In many instances you cant turn off utilties unless law is followed. You dont want to be sued.
