I signed closing papers on a house in Az. and gave the title company a cashiers check, Is there a law on how many days the title company has to fie the deed?

I used to be an escrow officer/branch manager and I can answer your question with 100% confidence. In the state of Arizona, your file deed is filed once all terms of your contract have been fulfilled by both the buyer and the seller. Once all funds have been collected such as your funds, your loan funds and seller conditions have been cleared, they can record. IT DOES NOT TAKE MONTHS TO RECORD A DEED IN THE STATE OF ARIZONA. It is recorded by the title company with the county that same day. The title company will then call all parties and let them know the transaction has recorded. Once recorded, the real estate agent can give you keys to the property. It sounds like your delays might be the seller. A lot of bank owned properties by the bank have a delay time from the date you sign to the date the title company can record your deed. This is because of the seller. I hope this information was helpful. If you have specific questions, please feel free to contact me. Remember I am in Arizona and Real Estate Transactions are Very Local.
