You'll either have to move your daycare business to another location or get the HOA to change their by-laws. The city sets minimum standards to operate such a business but the HOA also can say what if any business can be done from your individual unit. If you could get a majority of the HOA to vote to change their by-laws you might be able to get it approved. Not an easy thing to do though, but I don't know your individual HOA. You'll need an attorney to review your condo docs, by-laws etc. to give you a legal oppinion on what your exact options are.
