First:
Never pay for a list of rentals. The majority of companies that provide this service usually get their list by trolling the internet for listings which you can do for free. Many of the listings on these lists are also often expired or already rented.

Second:
Working with a licensed agent will get you access to any rentals available on the MLS & this is your best source to avoid a scam.

Third:
Even though there is a notice of default, the owner still owns the property so he is within his rights to rent it out (though he should make the prospective tenants aware of any issues such as a possible foreclosure).

If the property is foreclosed upon, tenants with a legitimate lease on the property are offered protection by the law. (Here is a good resource: http://www.heraca.org/downloads/Tenants_Rights_in_Foreclosed_On_Properties_may09_EN.pdf )

Lastly:
One thing I would suggest to tenants is that they record their lease with the county.

I cant speak for the landlord of the property you've referenced but our company will not refuse to rent to you due to a bankruptcy so long as it has been discharged. We require that you gross 3x the amount of rent, have no evictions, and have no drug or violent crimes on your record. This listing is a 'Public Record' listing rather than a 'For Sale' listing or 'For Rent' listing. You can distinguish between the listings by checking out the status next to the address at the top of any listing.

You should definitely get a home inspection done by an experience manufactured home inspector and not just any home inspector. They should thoroughly check your understructure to make sure the home is level and the pier jacks and wood pads are in good shape and securely placed in the right locations and tight.

Also make sure they check for rips or tears in your vapor barrier, aks varment barrier. Rodents and critters love to nest in this plenum and rats have been known to eat wiring. Make sure there's no drainage, dampness or mold issues.

Finally make sure the home has a Housing and Community Development (HCD) approved Earthquake Resistant Bracing System (ERBS) system under it as the entire desert area is in a Zone 4 seismic area which is the highest risk catagory.
