Is your BK 13 ongoing, or paid off? If ongoing when are payments up? You may be able to get an FHA loan.
Here is what Fannie Mae says on Conventional loans:
A distinction is made between Chapter 13 bankruptcies that were discharged and those that were dismissed. The waiting period required for Chapter 13 bankruptcy actions is measured as follows:
two years from the discharge date, or
four years from the dismissal date.
The shorter waiting period based on the discharge date recognizes that borrowers have already met a portion of the waiting period within the time needed for the successful completion of a Chapter 13 plan and subsequent discharge. A borrower who was unable to complete the Chapter 13 plan and received a dismissal will be held to a four-year waiting period.
Exceptions for Extenuating Circumstances

I would say that it is partially the tenants responsibility. I know that some landlords will take money off of the deposit if they have to clean the carpet after you move out. Whenever I moved out of a rented place I always at least looked into cleaning the carpets. If you aren't sure about it, you can always ask your landlord what is expected of you.
It all just depends on your town's building codes. It also depends on if you are in a condo or something like that. We can build fences up to 8 ft. in my area. Karen & Thorn... Besides Zillow, you can also use ForSaleByOwner.com of which there is some sort of fee or for free on Craigslist.com. Be careful of Craigslist as it is full of scan artists...some of whom will assume your listing online and try to scam people out of money by advertising it for rent. As far as cost by a Realtor, it will cost you whatever the listing commission fee is. If interviewing Realtors, the one thing to ask is is how pro internet they are. I do not believe it is possible to remove your home from this or any real estate website. These site basically just show you every home in the country whether for sale or not. I tried to research a way to remove, but there does not seem to be any way.
Wilmington is a great city. My wife's family is there and she grew up visiting all the time and we visit 3-4 times a year. My wife's Aunt is the top agent in Brunswick County and can help set your path. The best thing you can do is find a strong buyer representative REALTOR with the ABR designation that knows the area you want to buy in. When looking for a lender, find someone that is local and will be able to provide references or see who the top lenders are in Wilmington and shop around to find the best rate and lowest fees.
