Utilities vary from property to property. I have lived in places where the landlord pays for all of them and places where the landlord only pays for a few while the renter pays for the rest. If you really want to be clear, get in contact with the owner and ask them directly. Hopefully it will be be reasonable and during the colder months it won't change the cost too much.

If there is absolutely no identifiable information, such as address or listing agent/company, then it's not a valid listing. But the date on the photo isn't really an indicator. People use old photos all the time. If you're looking for a rental, use a good agent or a rental-specific site. Trulia is full of bogus rentals. ... more
