Did the lender say specifically why you were declined? There are a couple of possible reasons but the main one that I can think of is the FHA requirement to use a percentage of the repo balance as a monthly payment which may have pushed your debt to income ratios over the maximum allowed by the lender or FHA.

Your best option is to get a 2nd opinion from another lender like me.

1) Pull out your lease and see what language it has related to noise just to be certain there's a provision for this.

2) Go to your neighbor's door, knock and kindly ask them to refrain from [blasting their music, practicing their Riverdancing, etc.] because you can hear it in your place.

3) If that doesn't work, the next course of action would be to talk to your property manager about it provided your lease addresses the topic.

3) Police involvement is a last resort after you've exhausted the above.

To get the most accurate closing cost list is from your Mortgage Broker. However, I tend to use 6% as a rule of thumb when I dont have the lender handy to ask.

Congratulations on becoming a home owner.
I would start looking 2-3 months before you lease is up. This way if you buy something that maybe
needs a little work you can complete it before you move in.

You will need to get a mortgage approval from a lender. Currently I prefer going to Mortgage Brokers and not banks. Im finding that they are getting their customer better terms and are willing to work with even those who have not perfect credit or situations.

Then interview, yes i said interview the Realtor you are going to work with. You will want a Realtor with experience, knowledge of the area you are looking in and is a bit bull when it comes to negotiating your purchase.
