I suggest that you drive around some neighborhoods there to see how kept the neighborhoods are and get a feel on which ones you may prefer.

Contact your City Hall. Ask for the department that covers blighted homes. Give them the address of the home and describe the issues regarding the home. In many citties, if they have a balanced budget, the city employees will mow the lawn and board up the windows. The city costs are added to the County taxes. ... more

With prices continuing to fall this year you may actually have a crossover between what you can afford and home prices.

If you have already gone this route and want to look into a RTO take your time for two reasons: 1) Prices will continue to drop, and 2) there a lots of ways for the Buyer to come out on the short end of the stick. See:
