I assume you meant between Rte 17 & Rte 434 aka Vestal Pkwy. Old Vestal Rd runs by the river where Rte 26 crosses to Endicott from Vestal - this is the area that has had significant flooding in 2006 & 2011. The nearby neighborhood is called Twin Orchards and it had severe flooding in September 2011. Other areas along Old Vestal Rd were also affected. The Broome county GIS website can provide maps with flood overlays for more detail of specific areas. Vestal was not the only area affected by flooding. When in doubt about whether a property was flooded, ask the seller, their agent, your agent or local sources and verify everything before making an offer.
Also, just because a property was not "flooded" does not mean it didn't get water. Many homes got seepage when the electric went out and their sump pumps stopped working. Others had sewage backup. Flood insurance may be required by your lender, but you don't have to be in a designated floodplain in order to buy it.
The Army Corp of Engineers is supposed to be updating the floodmaps, but I don't expect to see them any time soon, unfortunately.
