If the mobile home is set up on a foundation and not left sitting on its wheels..then yes. Otherwise it's considered the same as a trailer and falls under DMV rules.

It's possible, but you may have very limited options. Have you attempted to see if you could qualify for a home loan? Your options with a loan would far exceed the terms you could get with owner-financing since these terms tend to favor the seller.
