School districts boundaries cross multiple zip codes. It's easier to search for the highest achieving school districts and then determine what their boundaries are. You might look at the following two links to start your search. Highest performing public school districts in Tucson are Vail & Catalina but there are also some highly performing charter schools such as Basis which is in the top 5-10 in the nation.
Most of Catalina and Vail schools are rated 9 or 10 out of 10 by http://www.greatschools.org/.
You can look up school district boundaries and individual schools at the following link. http://www.schools.pima.gov/schools/public-schools

When it comes to children with special needs, all schools (public, private, chartered, etc) are federally mandated to provide special needs services such as speech, occupational and physical therapy services along with special education classes and early intervention services. In order to be positive about the degree and level of services provided, you should call the school directly and inquire into the exact services provided at that school. Unfortunately, not all schools are created equal. During my first career in Social Services, I assisted a lot of families with the coordination of special education services and always ensured that my families called the appropriate schools and investigated what services were available at that specific school. Spirit provided the names of the schools so I would follow up and call the schools.

Tucson Water is the source for most of the city. Outlying areas are served by a variety of wter companies with their own wells. There are some areas where your own well is necessary, and a few where people choose to live that have water hauled in by truck.

Although I have lived in Tucson for many years, I have never heard of anyone comparing areas for "best" water. The water companies have data on contaminants and how the water is treated, if that is your concern, please go directly to the source. When you find a listed property, and want to know more, your buyer's agent can help you determine who to contact. Most people I know in Tucson drink directly from their refrigerated water lines, or use an under-sink reverse osmosis system if they don't like the taste. Obviously this is individual. Rarely, people use a whole- house treatment system if they want to soften water to make it more appealing for showers, etc.

CCR's, also known as Conditions, Covenants, and Restrictions, will be provided by the Title Company when you are in contract with seller. Meantime, the way to get them would be to discover who the Homeowner's Association is for this subdivision. A good way is to contact the listing agent. Hopefully, you are well represented by a savvy Buyer's Agent, which you will want in this market. If so, please have your own agent contact the listing agent on your behalf.

Some of the Homeowner's Associations rules here in Tucson allow 2 generally recognized household pets. Or they may leave the number of pets open. There could also be no restrictions at all on that, since they are subdivision specific.
