Is it possible to live in this city without a car?

The tag line of the Long Beach Transit System is: "WE MAKE IT EASY - Our mission at Long Beach Transit is to provide public transit services that enhance and improve the quality of life for the people in our community. We take pride in the fact that our annual surveys consistently document that 90% of Long Beach Transit customers rate our service as good or excellent." They do seem to achieve that. With buses, the infamous Blue Line, water taxi's, and the popular Passport service, Long Beach has it covered. I am including a link to a Long Beach City Guide for your convenience.

If you lived in the downtown area of Long Beach you really wouldn't need a car. You can get around either walking or if you had to go out of the city take the blue line which is an above ground electric train. Long Beach also has a very nice bus system that goes throughout the city. The city offers many different dining and shopping experiences so you don't need to leave the city.
