Julia,

This is an online bid through auction.com./ The home is not advertised in the realtors multiple listing service. You have to go to auction.com and create an account and bid on the property through there. The bidding starts at $10,000, If more than one person bids it will most likely increase. There are and will be additional fees attached to the winning bidder also through the auction site.

My advice is to read over all the fine print and disclosures upfront before bidding on this or any property so you know exactly what the cost is to you if you win.

First Time: For this home, it would be very unlikely that being connected to sewer would significantly increase price. A quick call to an appraiser would confirm this. Some buyers absolutely won't consider a home with a septic system. Some buyers are indifferent to whether a home has a septic system so long as the house and property fit their needs. But I've also had buyers who only want a home in the country and septic or well is preferred so they don't have monthly charges. Other buyers only want city/county sewer.
