Wayne, Most agents in New York do not charge a fee to buyers.The seller pays the fee at the closing. In New York I don't think it makes a difference domiciled or non domiciled. I believe non domiciled refers to UK taxes. If your non domciled or living abroad you are exempt from UK taxes. In NYC everyone pays real estate tax doiciled or non domiciled. You shuld check with a tax soecialist.

As others have said, most brokers do not charge a fee to search for properties for buyers.

Being a non-domiciled buyer may be relevant if you are looking to purchase a co-operative apartment which you do not intend to occupy year round and would like to sublet. Most co-ops either forbid subletting or strictly regulate it. I have represented buyers who wanted the option to sublet for business reasons and I steered them toward condominiums. I, and many other agents will search for you according to your needs without charge. 646-714-2720
