In my former life I was a Real Estate Appraiser. This trained me to see buying trends and I see big market changes have arrived. Everything under $150K seems to have 5 offers in one or two days. Now that being said, buyers are making offers over list price. Are they closing? Well only if the appraisal agrees with the sale price. If not the buyer has to pay the cash to make the difference, (and I do see this happening). Overall prices are being listed higher then market value. In a couple of months it will be winter, and winter seems to slow down the amount of units sold.

However, with as many investors buying, this might not happen this year, (we will see). So don't worry about prices taking a slight dip. You have to look at how much you are paying for rent versus how much you will be paying for a total monthly mortgage payment.

An 8 point foundation refers to the fact that the mobile/manufactured home has been converted to real property and is treated like a regular single family stick built home when sold. It is no longer mobile. If it is not converted (no 8 point or true foundation) it is treated like a vehicle or motorhome purchase. A converted home can possibly appriciate in value as do other homes when the market is good. A non-converted mobile home depreciates in value as a vehicle does. The closest body of water to Sun Valley is the Truckee River about 3-4 miles South. There is a small man-made marina in Sparks that have some homes around it. If you are looking for something close to the river, it would probably be close, but not right on the river. There are a few communities like Lockwood that is really close to the river, but they tend to be 10-15 miles East of Sparks. ... more

The previous advice is your first step, talk with a loan officer and get pre-approved and find out what needs to be done to repair your credit.

You mentioned that you want to use your VA loan to purchase and that the house is a manufactured home. I checked the MLS for homes sold on Brownlee (not sure which one was yours) but most are older manufactureds. VA will not approve a loan on a manufactured home older than 1979, so that could be a problem using VA. Remember ... not only you have to qualify for a VA loan, but also the property.
I would be glad to give you some names of loan officers in the area if would like.
