In NYC it's all about greed and profits. Builders are looking to save money using cheap labor, cheap materials and less outdoor space and sell it for a huge profit. The time to fight and complain was when the builder submitted building plans to the Borough of Richmond and/or City Hall in Manhattan. There had to be an open public meeting. Did you attend? Probably not. At this point, it's too late.

Going forward you need to keep up to date with open public meetings with the Borough of Richmond. Attend those meetings and the next builder / developer that wants to submit site plans for development - you will be there in person to voice your complaint. Once the builder's plans are approved, construction starts and it's too late for complaints.
