I echo Steve's comments about the Klein school district. It's one of the area's most desirable school districts and covers a large area of the NW Houston suburb of Spring. You can learn all about the district and it's Campuses at:

The main freeways your husband would likely use from Spring to IAH would be I-45, The Hardy Tollway or Beltway 8. The Grand Parkway NW >> NE sections are not complete yet but when it is open it will provide additional access to IAH and more neighborhood options for your family.

For now, based on your criteria, I suggest you search Trulia or for these NW Houston neighborhoods, all of which are near the freeways mentioned above, and all are zoned to the Klein Independent School District:

1) Cypresswood Glen
2) Normandy Forest
3) Windrose
4) Spring Creek Lakes

I am partial to Normandy Forest because it's a small, friendly neighborhood within walking distance to an elementary, intermediate and high school. I have family in that community and they love it

Foreclosures can be good deals, however more often than not the foreclosed properties need significant work done on them. Montgomery County seems to be much tougher to fight for proerty tax valuations than Harris County. The previous answers are correct in that they seem to want a true appraisel to determine value. However, a 30% increase in property taxes for the duration of the time that you plan to live in this home could be significant and it may be worth hiring an appraiser in order to fight them. In Texas all real estate contracts must be in writing. We do often negotiate verbally, but everything is scheduled to change subject to putting it in writing. That's not always the way I like to work, but both buyers and sellers often change their minds between what they say and what they are willing to sign.
I understand your happens frequently. I can't tell you how many times we have buyers say they are going back to the office to write up an offer and you never hear from them again.
Unfortunately I don't think there is anything you can really do about your situation. You could speak to an attorney, but normally in my experience is that they will ask you for your written contract.
If you still like the house why don't you get a buyer's agent today and make an offer on the house. Get prequalified with a lender first. Get your preapproval letter and then even if it is not for sale you can do this. Maybe they want to sell and haven't listed it yet. Maybe they're behind on payments two years later and need to sell. Maybe something has changed in their family situation.
Make your offer a strong offer with great down payment money, good price, and great terms for the seller....and you just never know what might happen.
Good luck.....and if for some reason it doesn't work out, there is a reason for this. Believe me you'll find a better house at a better price in a better location, etc. It happens every time anything like this has ever happened to one of my buyers.
