I don't really understand your question, so I'll assume you're speaking of a down payment. If doing an FHA loan, your family should be able to contribute "gift funds" without any problem as long as they will agree in writing the funds do not have to pay repaid.

It is a sellers market in Skokie, Niles and Morton Grove. I am a local Realtor and there is no good rent to own situations that are for real. If you want to give me a call I can advise you on a lender I work with and find out what programs you would qualify for with a mortgage.

What is you definition of noisy neighbors. I am not trying to shoot you down but the village has laws about the times it has to be quiet. Usually it is 11:00 PM through 7:00 AM. Call the 311 and inquire.
Sometimes just talking with the neighbors will do a better job.
