Looks like you have your basic questions answered. However I would like to note that there are 4 separate condo complexes on Montecito Rd, all technically in the city of Seal Beach.
There is also 1 more complex of townhomes with 2 car garages that are attached to the units that are at 12100 Montecito, plus multiple addresses on a street called Bradbury, that are in Rossmoor, which is an unincorporated "island" of Orange County, the zip code is shared with Los Alamitos.
If you look at Google map & start at the north end, put in the address of 12100 Montecito, these are the Rossmoor Townhomes. Going south, the next complex is the Rossmoor Park condos, but is Seal Beach, then there's Rossmoor Regency, Rossmoor Chataeu & finally Bridgecreek Villas. Many are called "Rossmoor-something" because they're all on the edge of the Rossmoor community. Even the new commercial center called "The Shops at Rossmoor" is actually Seal Beach.
None of these complexes have any extra assessments over & above the HOA dues. The houses of a mello roos tax of just $115 per Year.

There are many possible responses to your question. I have not heard the term you are referring to. Perhaps the agent made it up as a way of explanation for something. It is confusing terminology.
I do know that fannie Mae has a program whereupon some forclosure homes are being sold and potential buyers cannot have income over a certain level. Could be that. Could be a new city program. Hard to say. If you contact a Realtor to work with I am sure he or she will get to the bottom of it for you. I would like to hear what the answer was if you have time to post it! Also just so you know, if you do buy a mobile even on your own land, you cannot do standard financing if it is older than 1976. You will need 30% or more down!
