Kelly,

Go straight to the school board and bypass everyone in between. Let them know that you will go to the media if nothing is done. If you read the Daily News about a week ago, a close friend's son was beaten outside of Fels to the point of needing surgery. The only person in the school that reached out to the family was the school nurse.
Another option is having your child transferred to another school

It's the system. Ever since "corporal" punishment has been taken out. See, when bad kids do bad things all they say is that the child has issues and needs to be understood. Yet when a good kid does one little mistake, they get lamb basted and expelled.

All I can say is to keep griping about it, go to the school board meetings about, get help from the other parents. Become involved.
