I hate to break it to you, but like so many others on Trulia, you are being fooled into thinking this property is actually available. It's not. The only thing that has happened is the owner has missed a payment, and the lender has filed a Notice of Default, which is the VERY beginning stage of a LONG foreclosure process. It's what a lender must do before actually beginning an actual FORECLOSURE. The Notice of Default starts the clock. But, many homes receive a Notice of Default, but much fewer actually end up in foreclosure.
In any case, you cannot place a bid on this property. David should have mentioned that to you. I encourage you to work with a Realtor to make sure you're not wasting time looking at things that aren't actually available. Trulia wants site visitors, so they do this in purpose, make it seem as if you could acquire NOD properties, in order to attract the most number of people to visit their site.
