Hi Heather-
According to LALife.com, (a great site with various information on Los Angeles neighborhoods) the distrcts which rate a 10 (out of 10) are Manhattan Beach, Rancho Palos verdes, Rolling Hills Estates, Agoura Hills, Calabasas, hidden Hills, La Canada/Flintridge, San marino, and Arcadia.
There were many districts which rate a 9 as well. Hope this helps...
Good Luck to you ..feel free to contact us with any other questions you may have about the Los Angeles area.
Regards,
Lou

Hello Heather,

What a great question. According to greatschools.netn of the top 10 schools ranked by API all are pretty much in afluent neighborhoods. #10 being Woodland Hills appears to offer the best elementery school with homes that are still affordable.
