I am wondering how the school districts work in the SM/Foster City area? Is it based solely on closest school?

I am looking specifically in the Mariner Island area of San Mateo (by looking at the maps, the FC schools are closest) and the Winston Village community in Foster City.

Foster City is located 25 miles south of San Francisco on the San Francisco Peninsula, in the county of San Mateo and was incorporated in 1971.
