Foster City is a beautiful, family oriented city with well maintained twenty one parks provide a wide variety of sporting facilities including plenty of tennis courts, soccer fields and basketball courts. E.g., Sea Cloud Park has 6 baseball diamonds for Little League teams. There are even bocce ball courts, swimming beaches and a nine hole golf course & driving range.

San Mateo upgraded its levees in 2012. South Shoreview and Parkside are no longer in a flood zone. See http://www.cityofsanmateo.org/index.aspx?NID=1796. The house you mentioned is in North Shoreview (north of the creek at 3rd) which unfortunately is still considered a flood zone AFAIK.... more
The area that you mentioned in San Mateo is called the Lauriedale area and at the present time there are no active listings for rent in that area on the MLS website. At the present time there are only 11 properties in the city of San Mateo that are for rent on the MLS and the prices range from $2,400 to $7,500 depending on size and location.
I would recommend that you start with the website listed below which is the public side of the same website that Realtors use.
I recommend the Hayward Park area. Just a few blocks away from downtown (4-12 blocks), fabulous neighborhood with houses from the 1920s, mostly charming craftsman cottages with lovely well-tended gardens, with a mix of some upgraded and some newer houses. Fantastic walking area, very settled, safe, full of character, and you get to walk through Central Park on your way to downtown. A bike lane runs through the central street (Palm Avenue).... more
Sure it is a concern for home buyers. After evaluating and comparing all the choices, I chose to live here (26 years), grow my children here, grow my business here even the price of property cost more here. This is just my opinion. Local police Department will be the best person to address your concern.

Wow, I'm sorry to hear that. The crime while the owners lived there should be very easy to prove.
You need to talk with a real estate attorney and you also need to determine what you want. Are you hoping to get out of the contract, or money back?
If it was a short sale, I don't know if you will get anything, but if the seller received cash at the close of escrow, you may have a case. Either way you need to do two things.
Talk with your real estate agent and his or her broker. If you do not have all the disclosures, have your agent get them for you.
Bring the contract, and ALL the disclosures to an attorney you trust. If you do not know one, I will refer you to two.
