When it comes to any safety/crime related issues, it's always best to contact the local police department with all your questions, hear all there is to hear firsthand. If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. Real estate professionals are prohibited from steering, enticing a buyer to purchase/rent, or not, in specific neighborhoods.

Get to the hearings and make noise. We have no business building in flood zones no matter what in my opinion. The systems in place are bought and paid for politically by MONEY ! The squeaky wheel gets consideration. Be vocal. Study the land use codes. Use the appeals system to fight for what you believe in. By all means do this. It is rewarding and the right thing to do. I have opposed development many times if it did not make sense. You can not stop it but you can change the outcome for the better!

It's usually rainy and about 45 degrees in the winter. It doesn't pour rain here, it just tends to "spit" a lot. The biggest issue Californians tend to have is the gray skies during the winter. We don't get a lot of sunny days from Nov-Feb.

It snows in Salem every 3 years or so. We don't get tornados here. We have wind and ice storms. Wind storms seem to occur every 2-3 years, and inevitably part of the city loses power for a day or so. Ice storms tend to occur every winter. We have black ice here regularly, and get an ice storm which leaves a thick layer of ice on the roads, so no one can go anywhere. They don't salt the roads here.
