I'm not knowledgeable about Wisconsin law, but as long as the home is owned by the estate, they are entitled to collect rent. Once the foreclosure process is complete, the tenants will be given notice and depending on state law will have to start preparing to move. They will likely have 60 to 90 days or the rest of their lease, whichever happens first.
I would encourage your sister to be honest with her tenants so they can be prepared when it happens, but I'm not aware that there is a law requiring it.
