William is 2/3 right. As far as permission for the apartment itself, you would need to talk to the Zoning Official. If he finds it meets the criteria of an in-law (which a detached garage unit does not) then you would go before the Zoning Board for permission. Note, the key word is in-law. They do not allow you to rent spaces to anyone other than a relative and a hardship needs to be presented.

From a cost standpoint, giving up the garage to the converted space is probably the most economical, but consider your traffic flow. Would this make it difficult to access the house from the parking area? Do you have room to add a garage to the property later? If the addition could be added in the attic with a practical way of accessing the space, this might be the best alternative but as you mention it will be more expensive. Again, think about what this will do to the exterior of the house. You don't want your neighbors to be upset because your changes impact what they see of your house. Contact a professional residential design expert in your area to help with the architectural options. Don't rely on the building contractor to design the space unless they partner with a design professional. Take a look at the American Institute of Building Design web site, for qualified professionals.

Your location and situation sounds wonderful given the fact that you are the least expensive home on the street! It's always a negative to eliminate a bedroom since that is one of the biggest factors considered when purchasing a home. I would think really hard before making the master suite you suggested.
However, if you are staying in your home for quite a long time, then this renovation may be worth it to you for quality of life. In that case, having a nice size master with connecting bath is always wonderful to have. Also, I am finding that many of my buyers look for this master suite in the homes they are buying. Wow that's a great question, seek out contractors to come to your house and explain to them how big of a addition you want and what kind of materials. We can't give you a price we are not builders but if you need some good contractors there are plenty out there looking for work in RI. If you wanted a list of folks I could provide a list for you.

Well I think we're pulling a 9th inning decision to go with a no.... We got all the way to the pulling permits stage and found out the previous owners (who we purchased from in '05) lied about the septic size, it's only rated for 2 bedrooms. Going to get an estimate on expanding the leach field but as these costs add up it just makes less and less sense. Might wait out until baby is situated at home and things calm down then relist next spring. ... more

Like the other answers, it depends if an investment property or personal residence. However, even if a personal residence you do not want to over build or put in items that are above the market. The reason is that when you go to eventually sell your house you do not want to be the most expensive or unique home in the neighborhood. You want to fall right in the middle. This way you will have the largest number of potential buyers looking at your home. You can never go wrong staying on the conservative side. ... more
