CALL OR EMAIL THE CITY OF SAN BERNARDINO
DEPARTMENT OF CODE ENFORCEMENT
M-THURS FROM 8 AM TO 4 PM AND
ASK THEM TO REFER YOU TO THE CORRECT DEPARTMENT.
IF YOU GET A PRE RECORDED MESSAGE, BE SURE TO LEAVE THEM A MESSAGE,
THEY USUALLY RESPOND BY THE END OF THE DAY.
LEAVE YOUR PHONE NUMBER AND THE ADDRESS OF THE PROPERTY.
MENTION THE PROPERTY IS A RENTAL. AND A BREIF LIST OF THE ISSUES.
PROVIDE ANY PHONE NUMBERS OR CONTACT INFORMATION YOU HAVE.

WHEN LEAVING A MESSAGE, BE SURE TO SPEAK SLOWLY AND STATE YOUR PHONE NUMBER UP FRONT, AND ALSO AT THE END OF YOUR MESSAGE.

Code enforcement generally goes to a home only after a complaint. Once there, what they write up as a violation at is usually dependent on what they see. If the house is a mess, you can bet the landlord won't fix anything once you move in. I recommend you look at other rentals.
