Is the landlord asking you to pay for water? I don't see anything wrong with that. Water, like electricity, gas, cable, phone are utilities that tenants are expected to pay unless the landlord decides to provide them free (or bundled in with the rent).

Landlords should provide: access to a fire extinguisher; and in the units, carbon monoxide and smoke detectors. It is not required to have fire sprinklers for older buildings.

Hello,
Smoke Alarms and Carbon Monxide detectors are required by the landlord at no charge to tenants. Other than that there are no limitations or regulations that govern what a landlord can charge you for.
