do i have to put a down payment on renting a home.or just put the security deposit down and move in.

Last I checked, the max allowable deposit in PA was 2 months rent during the first year of occupancy. You shouldn't need a down payment unless you're entering into a Lease Option.

There are no hard and fast rules other than wnat the landlord wants to put in place. If is the owners property and they get to make the call as to how much security they need to feel protected.

Most want a first month's rent and security deposit upfront, but it's going to vary from landlord to landlord.
