Don't eliminate a regular sale either, in some cases when you find the right , motivated seller, you can walk into a move in ready home for the same price as a short sale ( which may or may not be in the best of conditions )
Each of these zipcodes will have foreclosed/short sales within them and regular sales that are priced competitive to the market. I've attached a list of homes from the MLS under $650,000 including zip codes 85258, 85259, 85260 with at least 4bed/3baths. I also think its important to work with an Realtor that can help with your search, and agree with Jay. This is an unusual market and Navigating it with the right "Realtor" will be very benefical to you.

This is a great time to buy a foreclosure home. As you probably know, there is now a $6,500 Tax credit for existing homeowners. Additionally if you do purchase a foreclosure property, free grant money may be available (up to 22% of the purchase price) if you live in the home for periods of 5, 10, or 15 years. This makes inexpensive homes already, even more affordable. The free grant money is available through the state of Arizona. Any agent can tell you which communities have foreclosures / short sales in them. So, you get 6 or more agents telling you the same or similar thing. What good will that really do for you because you still have not found the one right agent to properly serve your real estate needs?
So, instead of looking for the right property in the right area, it may be best if you focus your efforts on finding the right agent to advise and guide you while also giving you the information that you need to make good decisions.

As far as foreclosed / short sales in this area. Short Sales in the 600K price range become Foreclosed property`s nothing else, the bank wont do it. Short Sales are ugly, and really ugly at the 600K level the banks just wont give them up.
You have a ton of property`s to look at. In this price range your in a total buyers market.

So I took your requirements and searched only Bank Owned homes...Again there are a few re sale to look at.
