In California, is it normal to require Paystubs, Credit Score Reports and recent Bank Statements for a rental application?

I can't say it's "typical" but it's not uncommon anywhere. A landlord is not only trusting tenants to pay rent monthly, but to take care of their home and their investment. You can shop around for other rentals that may require less documentation. Most will require a credit and background report. They may also confirm employment.
