In Elk Grove, there are 4 different bills that you would have to deal with:
a. Sacramento County Utilities for the water and sewer approx. $100 per month
b. City of Elk Grove for the garbage approx. $60 per month
c. PG&E for gas
depends on your usage, higher in the winter for the furnace $100-300 per month
d. SMUD for electricity
depends on your usage, higher in the summer for the AC $100-300 per month
Water in elk grove is metered.
Google the phone nos of these companies and call them for further info.

My best recommendation would be to contact the utility company, PGE or whoever is the local provider. Give them an address on one of the streets with a similar square footage (maybe just do a quick Trulia search to find something) and ask them for the 'average monthly bill'. Most companies will provide you with this number, I've had several clients do this. This is a great way to know what to expect, and an accurate way as well.
