The best thing to do if you think that there are taxes due is to pay to have a title search completed. This way you will not only get tax issues but also any and all leins against the property.

The Allegheny County website will give you the last four years of the county taxes and not the local and school taxes. For further back contact the tax collector for Allegheny County. You will also need to Wilkinsbug Borough for the local taxes and Wilkinsburg School District. Depending on your purpose for knowing this you may need more detailed information. For instance if you are considering buying the property (among other reasons) you may want to contact an attorney and pay for a title search to be conducted. This will also tell you if other types of taxes, liens, etc. have been levied/recorded against the property.

To get some idea of taxes owed to the County, you can visit their webpage (below) and search by address

City and School taxes will be in addition to this.

You can ask the current owner, contact the local tax assessor's office, ask your agent, etc.
