Landlords do try to have their leases expiring during the summer months: June - mid September because there are more perspective tenants moving during those months, so yes there are more apartments available, but the competition for them is fierce. And depending on the neighborhood some leases for September 1st occupancy are actually 10% higher than say October 1st. During the winter months fewer people choose to move, landlords do not launch new buildings in the middle of the winter months, so the rentals that are available during the winter months will have less completion, but there are fewer of them.
So the bottom line is: when do need to move and why are you moving?
